Opportunities and criteria for a general sustainability label

When consumer behaviour is guided by environmental and social criteria, this often places an information burden on consumers that is difficult to manage in everyday life, as a product’s sustainability is not immediately apparent. There is therefore a widespread call for product labelling featuring a comprehensive ‘seal’ that takes into account as many sustainability criteria as possible, whilst providing consumers with reliable and clear information at the point of sale. The TAB report examines whether such a ‘general sustainability label’ could be useful in communicating the sustainability characteristics of products and production processes quickly, transparently and comprehensibly. It is made clear that the implementation of such a label could succeed if high market penetration is achieved, sufficient incentives are provided for the development of more sustainable products and services, and thus the needs of both consumers and producers are met. However, it is also clear that implementation will prove difficult in practice, as financial and organisational constraints, as well as differing stakeholder interests, will hinder the realisation of an ideal-type label and necessitate compromises. This paper therefore examines exactly what such a label should represent, which criteria it would need to meet, which indicators would underpin it, and which conceptual implementation strategies might be most effective. In addition, the question of any necessary new legislation or legislative clarification at national and/or EU level is explored. Finally, potential policy design and regulatory options and instruments that could be relevant here are identified.
