The use of drones represents attractive business opportunities and great benefits for society. It is estimated that in 2017 there were almost three million drones for civil use in the world and that the global market for commercial use could grow from 587 million dollars in 2016 to 12.6 billion dollars by 2025. Mexico is credited with 5% of the global market and is considered to have the greatest potential in Latin America. In the world, the regulation of drones is very varied since there is a debate on how to legislate to reduce the risks associated with its use in matters of privacy and security without limiting its adoption and benefits. In Mexico, drones are currently regulated by Circular Letter CO AV-23/10 R4, issued by the Directorate General of Civil Aeronautics.
