The Parliamentary Assembly insists that scientific and technological changes have an increasingly direct effect on society and that parliaments are being overtaken by such changes. Parliamentary institutions should provide a framework within which elected representatives have the means and opportunities for becoming informed on, for questioning and for stating their views on the orientation of science and on technological choices.The Assembly asks national parliaments of Council of Europe member and observer states to promote parliamentary technology assessment procedures based on existing good practice, to enhance formal and informal interaction between parliamentarians and scientists and to co-operate within the European Parliamentary Technology Assessment Network (EPTA).
