This report is the result of the collaborative efforts of the European Parliamentary Technology Assessment (EPTA) network presented to the 2023 Conference on Generative Artificial Intelligence – Opportunities, Risks, and Policy Challenges (A time for technology assessment to parliaments), held in the premises of the Parliament of Catalonia in Barcelona on 9 October 2023. This collective endeavour brings together the expertise, alternatives, and perspectives of different parliaments in a multi-level governance scheme. This report underscores the significance of collaboration in tackling complex global issues and, at the same time, serves as a roadmap for policymakers and the public in general to navigate the AI frontier responsibly. Together, we are shaping the future of AI by championing ethical AI principles, promoting transparency, and guiding the development of AI technologies that benefit society as a whole.
